Trainee Equine Welfare Practitioner (EWP)
Key Responsibilities and Duties:
1. Provide and co-ordinate effective and timely veterinary emergency response services to the working cart horses, owners, drivers and members of the public:
- Respond and attend to veterinary emergency calls outs from cart horse owners, drivers, members of the public and law enforcement, this includes motor vehicle accidents.
- Provide on-site veterinary treatment to sick and injured horses in accordance with South African Veterinary Council and Animal Welfare Assistant procedures and policies.
- Provide safe transportation of sick and injured horses to the appropriate place of treatment and safety, i.e. Epping Clinic, Veterinary Hospital or Recovery and Rehabilitation Centre.
- Admit sick and injured horses to the appropriate place of treatment and safety, i.e. Epping Clinic, Veterinary Hospital or Recovery and Rehabilitation Centre.
- Contract the services of consultant veterinarian when required.
- Provide ongoing treatment of sick and injured horses at appropriate place of treatment in consultation with veterinarian.
- Discharge horses from appropriate place of treatment to cart horse owner in consultation with veterinarian.
- Co-ordinate and provide follow up treatments.
- Make decisions on horse’s future in consultation with consultant veterinarian, Team Leader and General Manager when required.
- Coordinate veterinary treatments not provided by the Association with consultant veterinarian.
- Provide pre and post natal care to working cart horse foaling down mares.
- Facilitate and provide emergency farrier services in consultation with the farriers.
- Ensure that the authorisation conditions regarding Animal Welfare Assistants as per the South African Veterinary Council are followed, complied with and adhered to.
- Ensure that the CHPA guidelines as laid out in the Operation Manual regarding Animal Welfare Assistants are followed, complied with and adhered to.
- Effective and proactive liaison with other departments as necessary.
2. Implement the Zero Tolerance policies, procedures and penalties in accordance with the Zero Tolerance Strategy and Animal Protection Act:
- Respond to complaints and call outs from members of the public and law enforcement reporting abuse on the roads and / or refer cases to the relevant authorities.
- Issue written warnings to owners and drivers in contravention of the Animal Protection Act and standards set by the Association in accordance with the Zero Tolerance Strategy.
- Identify problematic owners in collaboration with all field departments.
- Carry out inspections of any and all horses where relevant.
- Carry out seizures and confiscations in accordance with the Animal protection Act and the Zero Tolerance Strategy.
- Educate owners and drivers on reasons for warnings and confiscations in relation to the Animal Protection Act, Zero Tolerance Strategy and the standards of the Association.
- Provide safe transportation of confiscated horses to the appropriate place of safety.
- Prepare evidence, manage prosecution cases and liaise with Law Enforcement and Justice Department for prosecution cases.
- Registration of horses in accordance with the Zero Tolerance Strategy.
- Distribution of ID plates and micro chipping of all horses registered with the Association.
3. Organise and implement regular inspections of registered horses at their place of stabling.
- Plan and draw up a schedule for visits to all the yards, prioritise all yards in accordance with their average welfare score.
- All average stable yards to be visited at least every 6 weeks.
- All below average stable yards to be visited weekly, unless in extreme cases where daily visits are required for immediate improvement of welfare standards.
- Identify yards with a welfare score of below 3 and implement interventions to improve.
- Incentivise yards with an average welfare score to become consistently high welfare scoring yards.
- Reward yards with consistently high welfare scores.
- Carry out regular deworming, tetanus and micro chipping at all yards.
- Education through hosting regular stable yard meetings with owners and drivers.
- Provide home farrier service visits to horses unable to attend clinics.
- Prepare for and attend stable yard visit meetings for feedback to General Manager.
4. Provide and co-ordinate effective and timely Static and Outreach Clinic services in accordance with the Zero Tolerance Strategy to the working cart horses, owners and drivers.
- Inspect all horse attending the clinics in accordance with the standards set by the Association and the Zero Tolerance Strategy.
- Inspect all carts and harness of horses attending the clinics in accordance with the standards set by the Association and the Zero Tolerance Strategy.
- Provide hands on practical training to cart horse owners and drivers attending the clinics on all aspects of the welfare, care and maintenance of their working horse.
- Provide the sale of feed, farrier and harness repair services and receive monies from cart horse owners and drivers for feed, farrier and harness services.
- Book horses off work that attend the clinics that are not meeting the requirements as set by the Zero Tolerance Strategy, if inspectorate is not available or on site.
5. Accurately complete and submit all paperwork pertaining to your department to the General Manager on a daily basis.
6. Supervise the day-to-day care and regular maintenance of allocated vehicle and horse box:
- Maintain vehicles in good condition at all times.
- Ensure vehicles are serviced after every 10 000kms travelled and that tyres are rotated and balanced every 10 000kms.
- Report any damage to the General Manager immediately
- Ensure safety precaution procedures regarding Association vehicles are followed.
- Ensure all monies transported in the vehicle are placed under seat and out of site.
- Ensure that a monthly vehicle check-list is completed and given to the General Manager.
- Ensure that any traffic fines for infringements that you are responsible for, are paid immediately and the receipt given to the General Manager.
7. Supervise the use, maintenance and stock required by your department:
- Ordering and taking delivery of stock and equipment.
- Monthly stock-take of veterinary medication.
- Report and account for any shortfalls in stock take.
- Ensure that authorization conditions, policies and procedures as set by the South African Veterinary Council regarding the use and storage of veterinary drugs are complied with and adhered to.
8. Manage and control departmental expenditure and income within agreed budget
- Annual and monthly budget analysis in discussion at budget meetings.
- Responsible for accounting on expenditure.
- Adhere to allocated expenses.
9. Reporting on operations
- Report on a daily basis to the General Manager with the submission of daily paperwork.
- Report to Management Committee on monthly basis with the submission of departmental report before 5th of every month, as required.
- Prepare Special reports as required by donors when necessary.
- Prepare statistics/reports as required by law enforcement when necessary.
- Assist and contribute to reports and presentations for the Annual General Meeting.
10. Liaison with and provide training for other animal welfare organisations and relevant authorities:
- Liaise with external organisations regarding emergency and after hours call outs.
- Maintain a working relationship between external organizations.
- Assist with the scheduling and hosting of training for law enforcement, security companies and community policing forums when necessary.
11. Manage cash and payment systems relating to your department in accordance with CHPA policies and procedures:
- Manage, collect and reconcile monies and hand over to Finance Administration for banking in accordance with the Cash Management and Security Policy.
- Manage and reconcile monthly Petty Cash (when applicable).
12. Provide education to cart horse owners and drivers on all aspects of the welfare of the working horse:
- Assist with the organisation of the monthly Cart Horse Owner Committee meetings, when required.
- Assist with the organisation and hosting of regular area workshops cart horse owners and drivers, when required.
- Liaise with all departments regarding workshops and meetings.
- Organise and host E53 Permit Workshops as required.
13. Contribute to the public awareness and fundraising activities of the Association:
- Support the Fundraising/PR department with horse related events and queries.
- Assist at promotions, events or functions if requested.
- Provide information and photographs of cases and work carried out when requested for printed and electronic publications.
- Submit a monthly needs/wish list pertaining your department to the Fundraiser/PR.
14. Develop personal and work related skills through training as provided by the Association:
- In house staff training and external training as and when required by the Association.
